Hi All!
I spoke with a family friend that lives in Cochabamba and she said it best to use the Consulate in Houston, as they have been great for her. (She is missionary at an orphanage there and flies back and forth q 2 year.) I will be calling that Consulate tomorrow, as they close at 5pm CST.
